In his Feb. 1 address to the Oklahoma State Board of Regents, Air Force Sustainment Center Commander Lt. Gen. Lee K. Levy II holds up a photo of PT-13 Stearman biplanes, used as a basic trainer for teaching pilots how to fly at the end of World War I and the beginning of World War II.
